| Radical Reduction of Cost and Risk: Cost and risk always go hand in hand. A key risk indicator is the degree of subjective certainty. The less the degree of certainty, the higher the risk and the higher the cost will be. If all business stakeholders and IT workers are psychologically comfortable with each other on all issues, without ambiguity, the project is risk free. Iterative development always places high risk on the developer for lack of clear vision and frequent rework while it places low risk on the customer. Waterfall development places high risk on the customer but not on the developer. Any necessary change puts blame on the customer not the developer. UC places no risk on either the customer or the developer. Subjective decisions are minimized once the business model is completed, hence human error is minimized accordingly. UC places subjective efforts on all the important decisions in the beginning to build the business model. If the customer and the developers cannot agree on the business model, it is time to reconsider or cancel the project without a further commitment of resources.
